Yes it can be done (as some have mentioned). Question is 'do you really want to?". Machining without an enclosure shouldn't really dictate what you do here. I have a dozen or so machines without enclosures machining aluminum. A vacuum system works (reasonably), home built enclosurs can help, etc.

Drills have large flutes to allow you to get rid of the metal being displaced as the hole is made. Ball nosed end mills don't have enough clearance. Of course if it's a shallow hole and you can back off the feed rate it may work. In FR4, I always use a fishmouthed rasp style cutter to mill and drill with.
